Navigate to DocuSign Admin Sending Settings:

Scroll to the very bottom of this page, check the box for Enable template upload under "Templates":

Troubleshoot: I don’t see an option to “Include In Matching”
Navigate to DocuSign My Template Preferences:
https://app.docusign.com/preferences/template-matching
Click the checkbox next to "Match templates to uploaded files" and click Save:
